'Nakiri-senyo' is a maker's way of saying 'vegetables only' in what we imagine to be a very firm voice. 'Usuba' is thin blade, 'usuba-gata' indicates that form in this knife.
No-one will write you a ticket if you use this knife otherwise but it is recommended that it be used as intended. On vegetables. And bearing in mind that it's the leafy vegetables that it likes best.
How does the usuba-gata nakiri-senyo differ from a run-of-the-mill nakiri? The uncommonly thin blade. Otsuki san's is very likely the thinnest nakiri blade we've come across. I mean, really thin. Like, 'how did he do that' thin. Quite possibly, how did I bend my knife thin. But if that happens, don't worry! Thumb and forefinger can straighten it in a jiffy.
